Ambassador Özcan was born in Bozüyük, Bilecik, in 1977. He graduated from the Department of Political Science and International Relations at Marmara University in 2000. He completed his master’s degree in the same department in 2002. Under the Jean Monnet Scholarship Program, he studied as a visiting student at St Antony’s College, University of Oxford, for one year (2005–2006). He completed his Ph.D. at the Atatürk Institute for Modern Turkish History, Boğaziçi University, in 2007. In his professional academic life, he served as a research assistant, instructor, and faculty member at various universities. He became an associate professor in 2012. In 2017, he became a professor of International Relations at the Social Sciences University of Ankara. He held administrative positions at the Center for Strategic Research and the Diplomacy Academy within the Ministry of Foreign Affairs. From 2014 to 2026, he served as the Chairman of the Diplomacy Academy of the Ministry of Foreign Affairs. On April 15, 2026, he assumed his duties as Ambassador of the Republic of Türkiye to the Kingdom of Cambodia.

Ambassador Özcan is married with two children.
